My shield skills are far from spectacular, but I can tell you that for Sanctums and Havens, the Gila works awesome:

1208 tanked vs. Guristas at all V's, and over 1k with my crappy shield skills. On Havens you can be as lazy as you want and sit in one spot. The faction resistance amp is simply because it was cheap, and allowed me to use the Drone Link Augmentor, which really wasn't even necessary. The whole setup is pretty cheap.
I've yet to try my ishtar vs. Guristas as I just moved from Angels space, but I can tell you I had under 200 tanked vs. Angels, and Sanctums were still a breeze. Just warp in at 100, drop a jet can, grab aggro with civilian guns (why waste ammo), then orbit the can at 8km with AB on. The can isn't necessary, just makes a nice orbit point and easy spot to approach to scoop drones between waves. The cruisers and frigs won't get within range before they die, and the BS damage when they can hit you is negligible.
